I found a really cool header image, but have never seen a tutorial on how to make something similar. Does anyone know how to make this or is this particular person just amazing at photoshop? Thanks guys.

Ah man that is really awesome. I haven't seen a tutorial for that but I have seen tut's for stuff similar to that, one was named something like electric light or something. It could be a picture too...

It looks to me like they put their camera on a very slow shutter speed at night, and then used something like a flashlight or some other light source and waved it around a lot. You could probbly find some pics like that on www.istockphoto.com.

You could probably produce the same results in Photoshop with a combination of distortion filters applied to blue/cyan brush work, plastic wrap and Gaussian/motion blur built up onto many layers then linear/colour burn blending modes to get the same sort of colour intensity.

Attached is another cool example of what Raspberryh was talking about.
