    A friend wants a TV screen in a booth to show images of her work. It will be burnt to CD or DVD and played continuously. I have the images as photos to scan. there may be need for some titles added. Preferably there will be a dissolve / fade transition between images. The scanning and titles are no problem. My question is what software to use to create this?

    Flash, Powerpoint or ???

    Yeah, I'd probably say Powerpoint for the sole reason that it is designed to do this kind of stuff.

    Don't use PowerPoint it's complete (insert desired profanity.) Powerpoint is good for cheap clip art presentations and text, push it any further than that and you will run into problems.
