    I'm looking for a software to help me create state maps to insert into my webpages.
    For example, I want to be able to insert an outline map of Ohio into a page, but I want the ability to do this for any state and possibly even counties.

    I know of a software already called smartdraw that does something similar to what I want, but it has a hefty price tag ($200).
    I am willing to pay if needed, but would like to explore other alternatives.

    Personally I'd just use maps from maps.google.com, maps.live.com or multimap.com

    Similarly, I'd snapshot it from Google Earth, and retrace it in an image processing program. Or if a reasonable map is all you need, just use Google Map's view which shows them.
