    PS - here's a quick run I did with PS, but in red... used lots of Gaussian Blur layers of different colors and blend modes (screen, overlay, etc.), and the glow in the bg is a gaussian blur layer that I transformed to squeeze it narrower.

    Couldn’t resist...

    I did this in Photoshop, no blur effects used on the light, I just painted it in with a texture applied and used a lens flare. Used different blend modes – Colour Dodge worked well. After I created the initial half sphere I applied several outer glows i.e. Layer - Layer Style – Create Layer. This puts all the effects you’ve applied (Outer glow, Drop Shadow, Stroke etc.) onto their own separate layers for you to edit. Once you’ve done this you can apply more Layer Styles... I had 4 Outer Glows on the same shape.

    Added your logo too with the Halo font.
