    well i use a small font with anti-alaising off and make my dotted lines.. the name of the font i use is 04b_09 I do believe it is a custom font.

    then just hit the ...................................

    learn photoshop

    Do what the previous poster said:

    create the dotted lines using periods in photoshop with the "text" tool. Then go to file->save for web and specify GIF with whatever settings you want. Hit save, and you have a web-ready image.

    u do know u can make a table have dotted lines with out a image right?

    ...actually; at least you need border-top, border-left, border-right, border-bottom, or border (all edges).

    It's a somewhat complex process, but what you do is just make the pattern you want, make it a pattern in Photoshop (Edit > Pattern, I believe), and then fill the entire canvas with it.

    make a new pic... 10x 1 or something...whatever fits you... (transparent canvas)..then you make one part black, and one part transparent...should work for border-top..then mark it, go to edit, define pattern..save it...go back to your image, choose the fill, on the menu, choose the dropdown box, and choose pattern.. and then there should be a select pattern box..and then use the fill as u normally would,, ive only recently
