Which application would you recommend for jpeg pictures?

I need to make them smaller without squashing the contents of the pic

e.g. the original pic size is 245x229 and I would like to bring it down to 125x200

If your only going to use it the once and it's just for simple resizing then just get Gimp. It's free and looks very very easy.
