That will depend largely on what the company's needs are, but you'll need to at least know HTML, CSS and some backend language (be it PHP, ASP.net, Ruby, etc.,) for it to be useful. You'll need JavaScript if you want any sort of interactivity.

It also depends on what type of equipment your company has as far as servers, etc. are concerned. If your company has say a Linux server, you won't be able to use ASP.net.

I was thinking about something like this http://www.simpleintranet.org/demo2/

Everything is based on Windows environment. I can build simple website, I know html, css and a little of javascript. I wondering how to create the website for every 15 employee with different privileges, do you know any jquery plugins for that kind of function?

There aren't any because security and privileges should never, ever be used for client-side functionality. Server-side code cannot be seen by anyone that isn't editing it on the server (unless you do something silly on the server), which gives you the security you'll need to maintain privileges.

Ok, so for controlling and privileges I can do it only in win Server is it correct ?
hmm maybe wordpress will be better to do the Intranet.
