    Animation Shop Pro is good, It comes with Paint Shop Pro. I think windows has something you can use, but that would depend on what Windows you have.

    If you mean an actual video (AVI, MPEG, QuickTime Movie), use Adobe Premiere, Final Cut Pro, etc. The good ones are expensive but usually worth it (except for Premiere when half the time it is in a crashed state ).

    I agree Premiere was a big disappointment however Final Cut Pro is real pricey and a great inexpensive product is Video Explosion.
