I would like to help, but Im kinda because Im in my last year of school, but I would love to help. Do you think you could sort me out with some smaller, less crucial jobs? I warn you I am not particularly good at anything, so I might struggle. Still if there's any room to help I would love to!

a game like your idea has been created. they call it nation states. not as complex as your idea but of the same genre. http://www.nationstates.net
There are probably a lot of differences. But, it must be popular having 81,000 nations created.

That's not the concept at all. There's also a game called "The Sims Online". Neither of them does what I'm proposing (which is not a game at all).
I set up a website with forums that explain the project, here:
http://populocracy.transio.com
That is temporary until the DNS resolves for the domain http://www.populocracy.com (should be a day or two).
That domain will be the location for the development of the project and also the location for the deployment of the project once development is complete (by that time, there will probably be a subdomain for development).
Anyhow, read the sticky thread there and if you're interested in getting involved in the project, join the development forum.

I can guarentee it's not 81,000... the most popular game of it's type called Utopia had a max of 20k players or so... and that's a whole network of servers runing the game to deal with it... where did you read that?

Ok, I suck. I had phpBB running on www.populocracy.com and now I broke it trying to upgrade to extreme phpBB.
Brak, if you want to set up a site on your server with phpBB or vB or whatever, go ahead. I just need to make sure it's hacked for a portal-style forum with calendar and other utilities that will help in development.
Ugh, I hate "easy" installs.
