I think it means when the DNS servers have been updated with his new domain.

propagated means to spread, extend etc.

so im guessing thats what it means....

"Propagation" means two things that I know of.

    1) As jbagley said, the updating of internal DNS server information with the new domain across all servers in the host's network (typically up to 6 hours).

    2) The updating of external server information (i.e. domain registrar servers) with the new DNS information for the domain. This can take up to 48 hours, depending on the TLD registered (.com, .net, .org and anything else through Very Sly takes the longest whereas other TLDs such as .ca tend to be no more than a couple of hours.)

I recall Verisign or some other entity saying that, given certain conditions, a domain can now take five minutes to propogate. I don't remember the details, however.

Every day, your ISP downloads a list of domains associated with IP addresses. When you make a request to a domain, the domain is resolved by your ISP (interally translates the domain into the known IP address) and the connection proceeds. When the domain has not propogated, the ISP has a list of DNS entries that does not contain that domain name, and it does not know the resolving IP address, so it can't connect.

And Verisign being what it is, those conditions are probably something to the extent of "Domains must be registered on a Tuesday between the hours of 4 AM-5 AM while a parade of stampeding elephants gives an innocent bystander a black eye during a hailstorm". I've heard of this happening in very rare circumstances but I've never seen it actually occur. That's why I tell clients "under 48 hours and this is dependent on a number of factors beyond my control. I'll do what I can but some of this is in the hands of fate." People generally accept that explanation.
