    Welcome..
There are a ton of resources out there to help beginners learn how to create websties. Do a quick search on this site and take a look at the "starting out" forum here on this site. Also do a search on the web and you will come up with more than enough material to get you started.

My director asked me to design the website for our research instituton

    Are you kidding me

I realize you might be proficient at computer systems, etc.
but to have an employer dump a project on you like that ...
and you're at a point where you're asking for a tutorial on
how to make a web page?

    Sheesh!

Your director should hire a professional web designer to
create, install, and program the functionality (PHP, Perl,
MySQL) ... then, maybe later, you could take over the
maintenance and alterations to the site.

I don't think you realize the scope of the project you
were given. Your director is going to want more than just
a static web page with a logo on it ...

Show this forum to your director ...
Tell him/her to dig a little deeper in their pocket.
    Hire a professional.

    ... and for you ...

By all means, learn how to make web pages. It's really
fun and addicting. There is just so much to learn, and so
many changes taking place in the web design field right now.
You'll want to learn HTML (of course), but also CSS.
... you'll be getting in graphics, CGI/Perl, PHP, and
possibly MySQL ... all of these things will take you well
    over a year to learn.

Well there's little point in learning CGI/PERL, but definitely look at PHP/MYSQL or ASP.NET/MSSQL as well as xHTML and CSS or course :-D
