    So im just starting out and i wanted to get some opinoins on what programs to use for the artistic aspect of it, and what language to use. Also if there are any tutorials or books available that would be awesome, any input would be cool.

    The artistic aspect is completely opinionated, so dunno of many books that could help, but there are quite a number of blogs by web designers that may help. Check out Brak's, which has links to others, which have more links, etc.

    Photoshop would be a good idea. There are loads of photoshop tutorials about on the web. (i'm not so sure about books}
