I don't fully understand the question.

Are you talking about all the categories in the bottom
    section with the mini graphics?

I'm also assuming you mean that you are stumped about having
to make a unique .html file for each one? That it would be
a monumentous task and take a lot of time?

If it were my site, I would use client-side scripting such as
Perl or PHP to "dynamically" display the category when you
click on the category icon. Each icon would have a link sort
    of like: http://www.mysite.com/cgi-bin/cat.pl?cat=12

The link would call a Perl script called "cat.pl" and that
script would create the page to display by pulling information
off of a database (either MySQL or a simple text flat-file
database). The Perl script would build the HTML, layout the
graphics and text (from the database) and send the page to the
visitor's browser ... thus, a "dynamically" created web page.

This is a very common method and allows each category to be
easily altered simply by editing the database. All categories
would be layed out the same, with the same look and layout.

a lengthy answer, especially if that's not what you mean.
