Is the whole point of having 'friendly' URLs (i.e tekponline.com/archives/2005/09/21 rather than tekponline.com/arcives/?y=2005&m=09&d=21) that they appear nicer to the eye, easier to understand and can be read better by search engines?

If so, is it necessary to have these kinds of URLs in administration sections, i.e. tekponline.com/admin/new/journal rather than tekponline.com/admin/?page=new&type=journalentry

If nobody is going to see the section but me, and [I hope] nobody is going to search for it, then what's the point in having these URLs?

There is no point. It's only to make public facing pages easier to find for humans and search engines alike.
