    1. is there any other way to CHMOD a file other than thru an ftp program on windows.
    2. why is that i can not upload a file to my localhost thru an ftp program.The response i get is "Access denied" or "Upload failed".

    1. Nope, CHMOD is done through FTP commands (you can use Internet Explorer to FTP mind you...)

    2. CHMOD issue most likely.

    You can install Cygwin... that gives you, effectively, a Unix-esque shell in Windows.
