    You can do it through Javascript and Flash, but every time somebody does that, they make such a crappy bar that doesn't often support dragging of the trackbar. And of course, your mouse wheel won't work.

    So, just use the default scroll bar. If you mean making a scrolling container within a page (don't do that either), that would be an iframe or a div styled with a scrollable overflow.
