    how can i set up my own web server using a spare computer for free(no expensive software.

    it runs on windows 98, is old, but still works

    Windows 98 is no good for hosting (or, you know, using a computer). Install Windows NT, Windows 2000 (better), or Windows 2003 (best if you can support it) along with Apache. However, don't do it except for personal testing use:
    • You have to pay for the bandwidth. Most hosts cap the upload bandwidth extensively and don't allow servers.
    • If you pay for hosting, they know more about security than you.

    I'm saying that a host whose business it is to serve web pages will have more experience and expertise than you (no offense) at running a server. Plus, you would need to get a business ISP like Comcast Business or Verizon Business to have sufficient upload, plus be legally allowed to run the servers in the first place.
