    You can download them now but obviously will not be able to configure them until you upload to your webspace.

    You will have to get a propper host. I'd reccomend using WP as it's easy to configure, implament and use, basicly you just change a few variables in a .php file, upload it to your server and run an install file which does everything for you. It's dead easy. Also there are a tonn of plugins to enhance WP and extend its funcionality. I have used it for all 5 blogs that I have done/am working on and wouldn't consider using anything else.
