A site I dev for is being hacked, he's got the pass some how and has got into the system. Can't even contact the web hosts as it's on a reseller account, need to wait and contact the reseller.

I have FTP access, but he's changed the file permissions to 0 and now they won't change back.

Any suggestions? CHMOD in php doesn't even work.

Has he changed the password to gain access?

If not, log in, and change the password, at least that will stop him gaining further access.

And you have offline versions of the files?

Delete all the corrupted ones, and FTP them up again.

sounds like the server itself got hacked, not just the account
