    I use an offline browser to suck my site up and see it offline but Unless I'm connected to the internet I can't see it. HELP.

    You probably don't have your paths set in a way that allows them to be seen online. If it's colors and attributes my guess would be you are linking to a css file that cannot be found by dreamweaver. Click on the css window and select Attach a CSS file...browse to file and you're done
