    yes this requires installing Apache webserver, MySQL server(if needed) and PHP(if needed).

    Another option is to use the WAMP server available from here.
    This is the software I use to run my private testing server.

    Although running your own web server is not advisable as most ISPs have very strict ruleing that does not allow this and they will terminate your account.

    If your going to run a web server purely for testing purposes and not make it public then it is fine to do so.

    Generally you want your own server on your computer for server-side languages like PHP. A public server, like ones with domains and everything, usually need a strict contract and sorts with your ISP (or you become your own ISP, which is what most web hosting companies do). Some people do have their own testing sites, which are like http://255.255.255.255/blah, with the IP there.

    Like said above most ISP's will cut your service if they find out that your hosting files of any sort on a server. You can contact your ISP and upgrade your service to allow it... I would suggest setting up a Unix/Linux box to act as a server for it. Something that's all text based. I suggest using Debian for Linux or OpenBSD for the more Unix type. I have a co-owned co-located server on a 15mbs connection at the Chicago Board of Trade Building... Something like that might interest you too. You provide the server and they provide the connection and a place for it to live.

    If you mean using you pc(installed web server complier firewall and so on etc.) locate at your home, you need additional data communication equipments with high speed link to the ISP which you may pay expensive cost and time to maintainance and look for what is going on of your pc still working.

    not really cost effective as there are so many hosting companies out at the moment. install WAMP or whatever on your computer so you can test and that shoudl be all that is needed for web design
