    Is it best to:
    1. Design a website so it is completely table-less? OR......
    2. Design a website where you use tables for layout and CSS for presentation?

Always #1 without exception, although keep in mind tables are the correct thing to use when representing tabular data.

Meh, you do know that they're saying that tables should never be used (even for tabular data)... instead you're supposed to use <dt> <dd> tags.. I haven't fully grasped/accepted that concept truthfully speaking but I do know from my more recent research that tables = bad.

Nonsense. If you have data that is naturally represented using column headers and rows, it's a table by definition. dl/dd/dt is only for lists of definitions. The entire point of semantic markup is to use the tag that describes the data, and a table is pretty good at describing a table.

Googling XHTML Validation and Tables.... I got enough links to choke a mule with...

But this guy seems to be ... neutral / informative ....

But his over all suggestion; avoid tables =S. Like I said though I'm still researching it myself.

If it's tabular data, then use the dang table tags! They work in every browser known to man and they suit the need to display data. You can keep the markup clean and style it with css. Now we are taking it too far to say "don't use tables for tabular data", what a bunch of crap. This comes from those coders who are scared of looking bad if they have a table in their website, so they try and emulate one by using tags that were meant for other purposes. Tables weren't made to make layouts, just like dl/dd/dt weren't made to make tables! That would be symantically wrong!
