Firefox with Firebug, I've found, is the easiest for development. Opera, especially Opera 10, is very standards-compliant and passes Acid3. Then test in IE8, and then IE7, and only if you specifically need support for it, IE6.

In general, develop for the most standards-compliant browser and work down to the least.

I usually use 3 most popular browsers. IE8, Opera and Firefox.

Safari (sadly) is much more popular than Opera, and even Chrome, the browser with no point, has double its market share. Opera is only 0.7% despite how clearly awesome it is.
