    Learn PHP and MySQL.

You have the tools to design XHTML and CSS (DW and such).
Now, you need to learn some server-side scripting (PHP is a good choice).
Take a class, or use tutorials found on Google.

It's already part of every webhost, so get a webhost account and begin learning.

hmmm idk about the flash bit. learn the basics first. flash is a specialized area of media and is used for interactive applications(not the same as creating an entire site) although you can create site with flash, for various reasons this is not a good idea. if you need an animated ad for a client on their site or for others to embed, have a need for animated page header, or creating a widget. this is the intended use for flash. typically only one part of a site. but first learn how to create the site before focusing on specialized fields.

I looooooooooooooooooooove FLASH! I am building an XML based Flash website. Flash can provide a lot for a website, but like Dorky said - it must be done with caution. A lot of troubles come with it.

yes. because as a designer one must always buy a hammer before knowing what a nail is. dont allow the suggestions here to let you pass the basics. far to many people think they are worth paying simply because they own a copy of dreamweaver. and never follow the advice of someone who still has the template tags in their portfolio source.

Besides DW Firefox firebug is a great tool and can actually help you learn what each piece of code does.
