    You'll need a few technologies:

    • A database
    • A programming language
    • A daemon or cron job system
    • A mailer system (preferably authenticated SMTP for better deliverability)

Database will have to have a table with the individual's email address, date the form was submitted, and # of times the email was sent

Programming language will have to save the form to the DB, then a separate script will send the user an email

The cron or daemon will execute the sending script periodically (e.g. daily). The script it executes will find all users who have sent emails < 4 times and who are due to receive an email (e.g. WHERE date_registered + INTERVAL (2 * emails_sent) day < NOW() )

The script will then loop through those email addresses, send the user an email, and incrememt the emails_sent column (count of emails sent to the user).

Now you have to pick some specific technologies to work with, and we can talk details!

If you don't have anything picked out yet, I suggest:
    • MySQL
    • PHP on Apache
    • Crontab
    • Pear Mail using SMTP / auth
