I use Fireworks and Adobe Ilistrator but I'm not sure if that's what your after? Alot of people use Photoshop. I think Gimp is popular and it's free but I've not tried it.
Illustrator is the best software for making vector illustrations (e.g. logos). Photoshop will work, but make sure you use vector tools so your logo will scale.
I agree on Fireworks and Illustrator. What is your skill level? Have you used Adobe products before?

Adobe Illustrator is proably you best option unless you want to hand sketch one
there's Photoshop, Adobe Illustrator, Fireworks. I normally play around on photoshop, i have yet to learn Illustrator
For myself, I wouldn't do a logo in Photoshop unless no choice, and even then it would want to be a rather large resolution. I use illustrator as that is what I am most proficient in, HOWEVER, Xara Xtreme pro has a really good rep about it, as well as being cheaper I do believe its vector engine is superior to illustrators (faster and all that). Xara also has some really nice and simple, features that would be far more difficult doing in illustrator.
