i am currently finishing a course that contained web disign and i have to say that XHTML being used with CSS is probably the easiest one to learn in terms to content, this is a plus because the majority of sites out there use it

    For design: XHTML and CSS

    For programmability: PHP (free)

For Database Backends: SQL (MySQL as the database engine - free)

    For Client-Side Interaction: Javascript

If you're just looking to design sites you'll need XHTML/CSS.
If you want to actually add any functionality (members, sign in, etc) you're gonna need PHP and a database (MySQL). Then if y ou want to get into neat client side effects and client side validation etc...you're gonna have to learn javascript..I recommend a framework like JQuery.

    Hope this helps

For a simple website you should use XHTML for content along side CSS for design and layout.

If your website needs things like a member sign in/up area or a photo upload function you will need PHP and a database (MSQL would be my recommendation).

If want things like slide shows and galleries I would suggest Adobe Flash either using Action Script 2.0 or 3.0 (personally I prefer 3.0).

    Hope this helps.

    Cheers Aliesha

Html is simplier, CSS is more contemporary... so it depends.
