    I would like to decrease the height of a border line. Since there isn't a formal CSS command to control "border height", is there another way to adjust the length of the border by adjusting padding or margins?

    You can only make it as short as the contents are tall. You'll have to get rid of all padding and white space (<p> elements, etc.) in the top and bottom parts of the divs (counseling and support) and get rid of the top margin on your h1 elements, then add a margin to the top and bottom of those divs,

    By the way, your HTML is a little out of whack... you should read up on how to organize HTML and CSS with floating elements. There are plenty of tutorials on the net.
