I dont know if this is the right place to ask this question.

I thinking about setting up a dating website.

I know nothing about webdesign. Im thinking about hiring a web designer.

What kind of preparations or homework should I do befor I give someone my money?

Should I hire web designer close to where I live or hire someone from the web?

Do some research on them. Google their name, look at their portfolio page, they should have one (if they don't - that tells you something). See what other sites they've done in the past.
Don't go with some offshore developer company, because those are sketchy. Hire locally if possible, because it's always better to meet face-to-face.

This is irrelevant to the question, but there is a plethora of dating sites on the web. You are choosing a niche that has less than no space left. Even stupidly-specific ones like christian and african-american dating sites exist.

What George said...sort of. There are a whole bunch of dating sites online, so you want to make sure yours is original. That's going to be pretty tough with that market, so you will have to go niche. Oddly enough, I'm working on a "dating" site of sorts now that happens to be original (can't explain what it is, though...signed an NDA).

I don't agree with the physical location. The only thing that matters is "can you work with the designer?" I would say I have never met half of my current clients, but I speak to them by phone and communicate by email. As long as you have good lines of communication and you can understand and work with your designer to your common goal, you're fine. Look at it this way: there will be services (e.g. hosting) where you won't meet the provider. You'll have to rely somewhat on faith in that regard.

A good designer will have a portfolio as George said.

    Things you should prepare, though:

    1) What specific things do you need? Do you need a logo? Do you need a layout? What features do you need? Do you need anything sourced, like say stock images (not reconmmended), etc.?

    2) As stated before, is your idea original?

    3) How do you plan on generating revenue and profits off of your site (you'd be surprised how many people forget this completely)?

    4) Is your plan sustainable? A good, experienced developer will be able to tell you if it can work ("can" does not equate to "will" since a lot of it depends on market and execution). You'll have to talk to developers about this, though.

    5) Do you have a domain registered? Register your own domain to protect your IP and avoid it getting jacked by either a host or your developer, just in case (both can and have happened.)

    6) Do you have hosting for the domain? If not, this isn't a killer.

    7) Do you have an NDA? If not, get one for your own piece of mind.

These are a few general things. Specific details would depend on your website.

I still think meeting face-to-face is more efficient, since you can communicate better. But definitely take his advice, he has about a century worth of experience over me (that's right - I called you old )

Gotta watch the Game dude - he is a complete stealth Ninja -

Hosting for the domain is simply that - an account with a webhosting company to host your site.
