Are there any image libraries that allow you to use the images for logos?

I am after an image of water droplets (one logo) and horses (another logo) but image libraries such as istockphoto have a clause in the small print saying their images can't be used for logos.

Also is there any good free software for creating logos?

GIMP is a powerful graphics program, and it's free.

For logo design you should be drawing vector art, which maybe you can do in GIMP. But as GIMP is a sort of Photoshop, Incscape is a sort of illustrator. I've never used it myself but the stuff people have achieved is pretty imba! They also are affiliated with the open clip art library where you might be able to get some cool images.
