When this kind of situation arises I find the best thing to do is to ask the client for clarification - in writing - about exactly what they mean.

I will send them an e-mail saying something like: "Since the vocabulary for web design is always evolving, and sometimes the same term can have several different meanings, I'd like you to clarify your request. I know what I understand when I hear "plugins" but I'd like to be very clear on what you mean by it."

In this case, I'm willing to make a (small) bet that they mean some kind of accordion effect.

I'm guessing he means a FAQ section where they can add/edit them and possibly a search of some kind. Is this a WordPress, Joomla, or some other type of CMS website?

Well, if there's no PHP scripting involved, that cancels the word "plugin" ...
so, we're not sure what "plugin" means. If they want to edit things themselves,
you'll need to use PHP. MySQL is not really necessary, but PHP is ... No other way around it.
