    I want to set up a website where users (after passing entry test & been giving access, if possible using a unique "password") can submit articles/posts to my website.
    The problem is I have no web design experience, or site management experience for that matter. Although im sure could pick up basics with help.
    My question is what sort of design suits this project, and how much time/cost would a developer charge/take for a product like this?

    You can do this sort of thing fairly easily in WordPress, using the BuddyPress plugin or something similar. The way I'd set it up would be to have it set up as a regular site, with a blog integrated where the members can post.

    It is difficult to say how much time/cost would be involved without knowing the target market, (100 members or 10,000?, for example) and how many other pages you'd want on the site (Home, About, Contact, for sure, but what else?). You'd also probably want some kind of monitoring beyond the registration and password set up so you don't get spam, obscenity, etc.

    WordPress allows you to set-up users to post to a particular category.
    Your webhost may already have a control panel "wizard" to install Wordpress for you automatically.
    The themes, customizing, etc. is up to you.
