    Hi, I'm new so haven't a clue if I am posting in the correct place (forgive me!!)

    I am hoping to create a website that I can pass over to a client so that they can continue to add their own content which will mainly be videos/music/photo files. It there anyway that I can maybe design the site for them and pass it over to them with maybe a login account or something so that they can maintain it themselves without needing programs etc.

    I would be designing in Dreamweaver.

    The easiest way for you to do this is with a CMS. If you don't want to learn how to template a regular CMS like Wordpress, give CushyCMS or FreeCMS a look. All you have to do is drop a class in the divs you want them to be able to edit, and Cushy/FreeCMS will detect it, and you'll be able to make the edits.
