What do I need to download and run jQuery? Should I use an IDE, and will all my sites need an index page to test?

jQuary is not something that you necessarily "run" like a program. It's a javascript library, so it's like running any other javascript code in your web browser.

You can either download it and link it with the script tag, or link it from a CDN like Google or Microsoft. Like Kayo said, you don't really run it. It basically shortens JS as a language by doing a lot of the heavy lifting for you.
