so I'm still fairly new to HTML and would like to know how to add in pay pal or a way to pay with credit cards. I can create a basic webpage and hand code the css but I'm unsure of how I would go about placing a check out cart and an email verification link and other features which are usually seen on a store website. If anyone could help me I would appreciate it very much.

If you aren't a PHP expert, you can't code your own e-commerce scripts, such as carts, check outs, etc. I suggest googling around for some free e-commerce scripts, or use a CMS such as Wordpress and Joomla.

You can only put "buy now" Pay pal button on an HTML page.. Once you have a pay pal account, their support will explain how to do this. Pay pal does all the verification and payment processing. One thing you will need to know is that they don't have a shipping piece incorporated into their stuff, so you'll need to include shipping into the info sent to paypal when you use thier button.

As for email verification, shipping cost, etc. You'll need to utilize some scripting language, either php, asp, ... Or you could go the ecommerce script way ( much easier as all the components are integrated into the script ).
