    How would I go about having a page where visitors to my website could post photos, make comments on photos, and vote on photos that are posted. An example would be similar to the "People of Walmart" or "TheChive".

    Is there software for this or is it done with CSS or Java?

    I am wanting to create a website that is for the most part user driven/interactive.

    First off, you're thinking of "Javascript", not "Java". Java is a whole different kettle of fish.

    Second, you'd need a server-side programming language (e.g. PHP, ASP, ASP.net) and a database (SQL Server, MySQL, even MS Access). You'll still need CSS, HTML, and probably Javascript to get most of the functions you require. There may be a script or something on Hotscripts.com to do what you want, but I generally recommend against them because open-source scripts have a tendency to be exploited.

    Mind you, if you want to create this yourself and you have no previous programming experience, this is an "okay" project to start with...as long as no one's paying you to do it and you're assuming all of the risk.

    I would recommend you create a WordPress site and have people email photos
    to the site owner, or they upload ... but the photos don't appear until the admin
    (owner) OK's them. Sort of like passiveaggressivenotes.com

    WordPress already has all of the comment stuff built-in. It's the photo upload part
    that would require a plug-in, or the users have to email them to the site owner.
    Like PA notes.com, the owner chooses which one's to display, and deletes the emails
    they don't like. It's a blog (a very popular one) that is run by a person (or persons).

    To let the users drive the site would be a disaster. You need to have one or a few
    people (admin) involved in all of the content. Even the comments need to be moderated.
    If the site is left to its own merit, it will become a spam haven.
