    Hello i've recently started learning about html and i was wondering if it was better to build a responsive web page from the top down, or bottom up? That is, is it better to build for the smaller screen and expand, or to build for the bigger screen such as a desktop and compress later? Thanks and have a nice day.

    Depends. Whats the site for? Are you using media queries? Will you load content using AJAX? Is the site too heavy for mobile in its desktop state? I could go on. Point is, you decide based on your needs. Theres never a one size fits all solution in web design.
