How to prepare mobile app design files for a programmer.

I just finished designing my first mobile application. I need to hand it over to the programmer, would I slice up an app into .png files just as I would a website? For instance the background is one .png, the buttons are .png files etc.?

I am also ready to hand in the mobile website design files. I designed the size of the files at 320x480px (the screen size of iPhone4), which includes the status bar, URL and bottom menu bar. The splash page is slighter taller at 320x545 to make room for the app store button. How do I size the files for the programmer if I have to make room for all these things? Do I send the files at 320x480 as if these items are not there? I have attached an image of the first two pages.

This is my first app and mobile site, so I appreciate your input on how to hand it over to a programmer. Thanks guys!
