    What's the best car?
    What's the best house?
    What's the best investment?

Depends on who you are and what your goals are. There's no answer to that question.

i have some experience in html. and i do some research that CSS is little-bit closer to html.

You need HTML regardless of what you're building if you want to build a website. You can build a site without CSS (although it would be a pretty stupid thing to do these days, it's possible). You can't do it without HTML.

You can upload CSS to any web server and it should be served correctly.

Going with a provider like Dreamhost is a good choice too. Does anyone know if they offer Dreamweaver as well?

If they offer Dreamweaver? What do you mean? Why have you dragged up such an old post?
