    Responsive Design query

    I want to design and develop a portal in PHP with responsive design.
    My query is about the design and development process for the same.
    I am thinking to hire someone from freelancing websites to do the same.

    My question is:

    Should I first hire a designer to design the homepage and inner page in photoshop and and then code it in HTML as responsive.

    And then I give that responsive HTML code to My programmer to convert it into PHP portal along with dynamic features I want?

    I am confused about the process. Can anyone guide me please?

    You should hire a company or freelancer that can do both. It would be best to have them both built at the same time, baking everything you need in from the start.

    Problem is I am unable to find a perfect team. I need design expert to first create a stunning design and then an expert programmer to code it.

    Define the "perfect team". I mean, there are a good number of people out there who work both sides of this. If that won't suffice, there are design/dev firms who worry about team building for you.

    In the end, you just aren't going to get the quality you want by hiring separately and expecting things to just "work". Hiring a designer and then the back end dev would be a disaster. You're talking about 2 different ways of thinking doing the thinking at different times. Much of the front-end code would have to be redone in order to shoehorn the backend into it, undoing or breaking the design.

    At the very least, you need to hire both at the same time, preferrably geographically close to one another.

    You can do it the way you want to do it. Basically, you have a designer create the design and either supplies the PSD or the HTML (depending on your programmer's ability) to code/create it. So you have options. It really depends on whom you hire as to how they work. I've been on teams where I've taken the PSD and created the HTML / server-side coding on my own. I've been the dedicated HTML coder. I've been the programmer. I've been the guy that created the PSD file. And I've done everything all at once. There's no right or wrong answer to that question. Like I said, it depends on your designer and / or programmer.

    The one thing I would suggest to you is not to restrict your programmer to a specific framework or language, and I'm not just saying that because I have serious issues with PHP...I'm saying that because your programmer should be the person to select what (s)he is most comfortable and productive using.
