    How could this be done?

I am determined to build a website where users can sign up and upload images and comment on other users images, I also want the website to have an image board or forum on it. Could this be done in Dreamweaver? What would I have to do to make this kind of website?

The easy part is the technology and how you build the site. The hard part is the part most people never even consider...what people upload.

You're dealing with photo uploads, which means you have three things you'll have to be constantly aware of:

    1) Copyight violations. You'll have to adopt an aggressive approach to dealing with copyright violations. I'd suggest making sure you're DMCA compliant. Here's how Google handles offending content (source: Plagiarism Today).

    2) Adult / inappropriate photos. Nudity, violence, things like that. If your site idea doesn't require censorship, this isn't a problem. However, most sites don't fall under this category so it's probably an issue.

    3) Off topic / irrelevant / spam pictures. Let's say I decided to do something stupid like posting this onto your site:

Probably has nothing to do with your site. It would be obvious spam. You need a way to deal with this.

I'm guessing that you're new to web design and development, by the way...anyone who has experience with this wouldn't ask if it could be done in Dr*amw*av*r. There's nothing wrong with being new...we were all new once. But if you're going to take on a project like this, you need to be aware that anyone can upload anything for any reason, and quite often no reason at all. You're going to see a lot of this sort of thing if you're going to have a site that allows for image uploads. Hopefully you're prepared for that.

I believe Dreamweaver is for styling a website using a visual editor. Your site functionality, however, goes beyond Dreamweaver, I think.

You can probably segment development and use premade frameworks to do what you want to do. It's odd hearing your wants, because it sounds like a mix between a social network and a forum. Maybe just find a social network framework? Or learn to code one using Ruby or PHP. Either way, it's a lot harder than using Dreamweaver.
