Exclamation Having absolute URLs in a local website?

I have 5 .php pages for an offline website project that will soon be online. The five pages are: index.php, about.php, etc. Now, I'm including the header file in each one: <?php include"header.php";?>

The header.php contains the navigation menu. And here's my question:

What link should I put in the navigation items?

    <li><a href="whatGoesHere.php?"></a></li>

I have index.php and about.php at the main directory, but the other three pages are inside a folder "categories", so that the hierarchy becomes like this:

The same header.php will be included inside the cat1.php and about.php. How do I make absolute URLs of local files?

    (I'm using PHP5.5, Apache 2.6.4, and running Ubuntu 13.10)
