    Why would anyone do this?

    In order to see what I'm talking about, view this site in Chrome.

    https://publicmobile.ca/en/on

    You'll notice that the vertical scrollbar is not there, even though the content on the vast majority of monitors extends beyond the "fold". This behavio(u)r is intentional.
    Code:
    ::-webkit-scrollbar {
        width: 0px;
        background: transparent;
        display: none;
    }
    The question I have is...why would anyone do this intentionally? The three properties combined indicate that clearly someone had thought about this and decided to go ahead and do it.

    I assume it's supposed to be a "mobile" responsive design. And it is. With Chrome, the scroll is via the mouse 'finger wheel', or swiping (if you have a touch screen). In regard to the vertical scroll bar, they didn't check it fully with all browsers. Or the programmer is a Millennial that doesn't use a desktop

    Looks good without a scroll bar actually. There isn't that much scrolling to do that i'll have to keep track of how far down I've stopped. It's clear that more content lies beneath the fold. But wait not everyone has a wheel on their mouse like I do. Millennial's probably right

    Or they may be using a laptop with a trackpad, as I was at the time. It may "look" good (and that's a subjective argument), but aesthetics should never come at the expense of functionality.

    I don't see the phone argument as being valid either, as Chrome for Android doesn't show the scrollbar by default when there is scrolling to maximize screen space.

    I just don't get this. Then again, I probably won't. Millennial without a desktop or doing the "mobile first" thing probably makes the most sense.
