A video posting website is not for a newcomer to web design. The bandwidth and hosting requirements alone would make this a difficult and expensive task, and you haven't even delved into a line of the programming required, the copyright issues, the users that will be stupid and post porn or snuff or other videos, the things that you can't possibly anticipate.
If you're new, pick a much smaller idea in scope and take that on. Give yourself years to work up to this, if at all.If I've helped you out in any way, please pay it forward. My wife and I are walking for Autism Speaks. Please donate, and thanks.

You could make video blog with video from YouTUBE.
User first upload movie to YT, next add post with YT movie to Yours blog
