How difficult is it for a beginner to...

I have never coded in any web language.

I am proficient in excel and get all I need to get done on the platform but I am interested in opening up one of my tools by turning it into a website.

The basic layout would be a form with 25 repeating boxes. Each one with drop downs to key the correct information. It is a teacher timetable that shows 5 days of the week and 5 lessons per day.

I would need the following functionality

    1. Users would need to have an account and set unique data that would appear in the boxes in the form. i.e. Their timetable

    2. The form would need to have simple drop down boxes that would then 'lookup' values in a database and return information.

    3. Create a document from the form that could be printed or saved as a PDF

Is this something that an absolute beginner could achieve? what software/tutorials should I use?

It would involve PHP, PDO (MySQLi / MySQL) and javascripting / JQuery

Just the user registration part is a bit of programming.
The teachers would need to enter-in a whole yearly schedule?
... or enter the lessons for each week, because they change.
Will that be too much work/time consumed just to make the lists?

It can be done, but not for a beginner.

And you'll need a webhost account w/domain name (like from GoDaddy) ... $100 or so per year for hosting.

Thank you. I appreciate your time.

I just want the returning user to not have to enter their schedule every time they use the tool. So just a weekly schedule.

    Why don't teachers use these?

Maybe I don't understand what a lesson is.
