Adding links to a static background image.

I am working on a new site and have been asked to make a background image that does not move as you scroll through the page content. This I have done but the image is of a series of navigation buttons (back, home, next, etc) and they would like them linked to the relevant pages. I am not sure if this is possible in a background image? I am not an expert, mainly doing this for 'fun' and am using Dreamweaver 5.
    Thanks
    Ron
