There are some out there. A lot of people use Photoshop or gIMP for that kind of stuff.
I've heard Axure is great for this because you actually build interactivity into so you and clients can see how things will work. I can't vouch for it myself, tho.
I rather like using services like Codepen or the Chrome plugin Web Maker, and just build the quick and dirty version with HTML/CSS and absolute minimal JS that doesn't really do anything. It helps me visualize more than just how it will work or layout. I can actually see how I will have to structure it under the hood.
