Permalink issue -- Very Strange Linkouts

Would anyone happen to know why I have some bizarre permalinks on my blog?

    /%70%68%70%4d%79%41%64%6d%69%6e/%73%63%72%69%70%74%73/%73%65%74%75%70%2e%70%68%70?css=ODk

The above is an example. I set up a redirector plugin as a work around, but it would be nice to get to the root of the issue and figure out why I have so many strange urls.

Something in your WP install, possibly in your theme's functions.php or another plugin you're using is swapping characters for their HTML entities. Try a different theme and see if it still does it. If that doesn't help, disable all of your plugins and reenable them one by one, testing each time until it does it again. Then, go to the site for that theme or plugin and see if it's a known issue, or if there's a fix for it.
