Question Site wide MENU links don't work on subpages

I have a MENU I would like to use across all pages of my web site.
I have a MENU subfolder where the menu file is located.
I have INDEX.ASP in the root of my site which uses #include to add the MENU.
This works fine. Also when I click a link on this MENU I get taken to the next page in my CONTENT folder.
The second page also uses #include for the MENU. This also works fine.

The issue is my LINKS. My MENU works fine when included in the INDEX.ASP because I have the relative links are base on being in the ROOT but once I follow a link to my CONTENT folder the links don't work because I am down one level if the folder structure. I can change the MENU file to make the menu work in subfolders but then it does not work from the ROOT INDEX.ASP.

I have read to use absolute links but I am having issues with this also.
I am on an intranet my website is not registered so I think the absolute link would be {server name>site name} but that does not seem to work.

Does anyone know how to make the LINK references work no matter what level I am in in the folder structure?
