Very difficult for anyone that doesn't have some programming experience.
This will not just be a simple wordpress or plug-and-play website.
Not a very positive answer, but your situation will involve a secure, dedicated server. It will require a lot of storage and bandwidth. It will require a lot of OAuth2.0, which is advanced scripting.

Is there any other way around this. All i want to do it to let people login load videos and photos and then be able to send then at a certain point in the future. Or is it best to have a website with these videos and then links???

It depends on what you mean by "send them".

You can't send them to anyone's facebook account without knowing their login and having appropriate OAuth keys.

The only thing you could really send them to would be an email or text message. You would need to know the email and smartphone number. When they uploaded them, they would have to tell you that. The bad part would be if someone uploads videos and photos and expects you to send them to other people, not the person who uploaded them. Do you see the problem with that? I could upload some adult XX photos and schedule them to be emailed to my enemy's grandmother. Tracking the sender would point to YOU, the site owner. Your website would be responsible for grandma's heart attack. Or a person who plans on taking their own life could upload a video to be delivered to a family after they have ended their life ... that's really creepy and unethical.

Sometimes people post questions on this forum with an idea they have, but word it in such a way that it's not really what they are asking. Either you have not thought your idea through, or you are not asking your question clearly. What are you really trying to do?

The uploading of videos will require a lot of storage memory as mlseim said. You may be looking at dedicates server and that is not cheap

Perhaps I am out in left field with this but to me it seems like a forum software might be an option. The plus would be that it is set up to allow users to post photos and videos. You have some control of who can post them. I have seen forum software modified to the point where it didn't look like a discussion forum at all. It could also be tied into a WordPress site if there would be a benefit to that.

I have my own forum related to my industry and have been quite happy with SimpleMachines Forum which is free. They also have a section on their site where you could find someone to modify it at a reasonable cost. vBulletin is another forum software option and is probably state of the art but it isn't free.

I would also agree that you would need serious hosting but many hosting companies allow you to change your hosting plan as your site grows so you might be able to start off with a more affordable package.

If you're not coding then you want some sort of software that already has this set up in some way for you. There are sites like Code Canyon that have code plugins you can use to set stuff up like this.

If you're building the website yourself, then you probably want to use something like Laravel. It's a PHP framework that makes building web applications pretty simple compared to trying to build everything from the ground up. That requires in-depth coding knowledge though, which you implicated you're avoiding. At that point then, besides finding something that already exists in the framework you're looking for, you could pay someone, like a web design company to find something and set it up or code it, but custom programming for something like that typically isn't inexpensive.

Plus you'll need quality web hosting, which someone else already mentioned. A simple forum might work for you.
